Felix A. Ciampa
Executive Director, Urban Land Institute New York
Felix A. Ciampa is Executive Director of the Urban Land Institute New York, the largest chapter of the Urban Land Institute (ULI), a global nonprofit research and education institute supported by more than 45,000 multidisciplinary real estate and urban development professionals in the public and private sectors who are dedicated to creating sustainable, equitable and thriving communities.
In his role, Felix draws on his more than 25 years of experience in economic development, housing, land use and urban planning, to provide vision and strategic direction for ULI New York’s members in the execution of the organization’s program of work which includes decarbonizing the built environment, increasing housing attainability, and developing the next generation of diverse industry leaders.
During his tenure, Felix launched the organization’s community impact initiatives which help the public sector and communities solve complex land use challenges and enable public officials to gain a greater understanding of the fundamental forces that affect development in our communities. He launched and directs the organization’s annual Awards for Excellence in Development competition and gala which honor outstanding projects in the private, public, and nonprofit sectors across New York that exemplify ULI’s commitment to shape the future of the built environment for transformative impact in communities worldwide. He also launched the organization’s initiative to increase diversity, equity, and inclusion within ULI and the broader real estate and land use community in New York.
Previously, Felix served as Deputy Commissioner for Policy and External Affairs for the New York City Department of Housing Preservation and Development (HPD), the largest municipal developer of affordable housing in the nation. During his tenure at HPD, he also served as the initial Planning Director during the creation of Mayor Michael R. Bloomberg’s Hurricane Sandy Housing Recovery Office.
Prior to joining HPD, Felix served with the Madison Square Garden Company as the Senior Vice President of Government Affairs where he supported the company’s business development efforts in New York, Los Angeles, and Toronto. Before joining the Madison Square Garden Company, he worked in the office of Mayor Bloomberg serving as Chief of Staff for then Deputy Mayor for Economic Development, Robert C. Lieber, where he devised, fostered, and implemented economic development policies and initiatives for the Bloomberg administration.
From 2004 to 2008, Felix served as Senior Vice President of Government and Community Relations and later as the Executive Vice President and Chief Operating Officer for the New York City Economic Development Corporation. He began his career as a legislative attorney in the office of the General Counsel for the New York City Council and later served as Chief Counsel on Ethics and Counsel to the Committee on Standards and Ethics. Felix holds a Juris Doctor degree from St. John’s University School of Law and a Bachelor of Arts degree from Fordham University.

Carlos Cereza Davila
Global Director of Sustainability, KPF
Carlos Cereza Davila is a building science expert and KPF’s Head of Sustainability, where he leads the firm’s in-house Building Simulation team, KPF-EP, closely collaborating with design teams across the firm’s global network. His work focuses on coordinating firm-wide sustainability initiatives and developing new environmental analysis tools for design. He has led the design for a carbon neutral ready campus in Guangzhou, an all-electric laboratory in NYC, a climate resilient district in Boston, and some of KPF’s largest adaptive reuse projects. He has contributed to numerous research publications, including Energy and Buildings, Building and Environment and JBPS, and has been a guest lecturer at MIT’s Center for Real Estate (MIT CRE) since 2022. He regularly presents at AIA, Greenbuild, ASHRAE and IBPSA conferences. He co-chairs the AIA NY Decarbonization sub-committee, serves at the Waterfront Alliance council, and the NYC Energy Conservation Code Advisory Group, and collaborates with ULI’s Randal Lewis Center for Sustainable Real Estate.
Before joining KPF, Carlos worked as a Research Scientist and Instructor at MIT’s Sustainable Design Lab, collaborating with municipalities including Boston, Lisbon, and Kuwait to model and analyze building energy use patterns at an urban scale. Carlos is a licensed architect by the University of Seville (Spain, 2010), having practiced in Spain, Japan, and the United States. He also holds a master’s from Harvard University (2013) and a PhD from MIT (2017).

David Quart
VHB, Northeast Regional Real Estate Market Leader
David Quart, AICP, is the Northeast Regional Real Estate Market Leader at VHB, a national planning, engineering, and design firm with clients in the real estate, transportation, local government, institutional, and energy markets. David leaders the firm's integrated real estate services practice to support new development, redevelopment, land acquisition, permitting compliance, and transportation improvements across New York metropolitan area.

Previously, David spent nearly 14 years in NYC government, holding key positions including Deputy Commissioner for Strategy, Research, and Communications at the NYC Department of Housing Preservation and Development and Senior Vice President of Development at the NYC Economic Development Corporation. During his tenure, he was instrumental in creating the Housing New York plan, implementing Mandatory Inclusionary Housing, and spearheading major projects such as Essex Crossing, Willets Point, and the East River Esplanade and Piers. These initiatives were instrumental in bolstering the city's affordable housing inventory, enhancing economic activity, and expanding public access to the waterfront.

David sits on the Board of Directors for the Regional Plan Association and is an active member of the Urban Land Institute and the New York State Associate for Affordable Housing. He also serves as an adjunct professor at NYU-Wagner Graduate School of Public Service, where he teaches Urban Economics. He holds a BS in Engineering from the University of Pennsylvania and a Master of Urban Planning from NYU Wagner.
